Teacher and HJ-leader Hellmut Gründel replaces the teacher in a poor town near the Baltic Sea. Soon he gets the trust of the inhabitants and pupils. But the top dog auf the town still is Ottokar Waschke who holds the only hauler and so buys the catches of the fishermen for a cheap price. Even the guard Albert Faustmann has to work for Waschke, for which reason his son Heini sees the HJ-leader in a critical way. Gründel recognizes that fact and is shocked when he sees that the boy is even too afraid to take place in a competition between the fishermen. To get back Gründel´s trust, Heini moves with Jochen Krafft in the city to win the competition. During this action, Gründel detects that Waschke bootlegs cans with sprit. Together with his pupils and Heini´s father he can arrest Wasche. After that he travels with his pupils in the city, where the winner of the competition is already known...
