Since in Berlin November 1918 the first German republic was proclaimed and a French Trumpet players signal officailly ended the First World War the buzzword of the "Novemberverbrecher" (the November criminals) went around.
National-German circles used the term to brand those politicians, parties and groups who had ruled off the defeat of Germany in 1918. In fictious Interviews politicians, generals, ordinary soldiers and journalists describe the situation from their perspective.

For "Novemberverbrecher" Dieter Meichsner and Karlheinz Dederke invented a special style of political TV docu-drama by combining artistic design with information from historic sources. They present reenacted interviews, discussions and negociations, as if the possibilities of moern TV-reportage had already existed in 1920ies. Based on authentic documents they stage interviews with representatives of Reichtag, High Command, ordinary soldiers and journalists. The confrontation of statements not only serves to illustrate the antagonistc points of view but also permits a closer look at the atmosphere of those days and the spirit of persons responsible.
In detail the film describes the confrontation between the government and the High Command concerning president Wilson's conditions which centered around the problem if a successful continuation of the war was still possible.
