The producer Sergei and his crew are desperate. The money for their project run out and Yugoslavia expects a NATA air raid. Besides that a member of the state secret service, Mileta, visits the sutdio searching for Harvey, the American co-producer. Sergei tries to salvage things and calls a press conference. He announces that the best retort to the NATO-bombs would be a new patriotic film with Harvey acting the lead. The state sponsors the production and Mileta attends the production. Soon he finds out that the filmmakers aren't interestet in the fate of the country and most of them criticise the Slobodan Milosevich regime. The shooting is in danger to be canceled and the crew tries to find a way to finish it. But soon Sergei realizes that one can't compromise with a totalitarian power.
