The american journalist John Jones is going to Europe to do research for an article about the outbreaking World War 2. He works there as a foreign correspondent to investigate the political situation. He gets to know Stephen Fisher, leader of the Universal Peace Party, and his daughter Carol. The politician Van Meer, who should be a special guest at Fishers event is missing. While everyone thinks Van Meer was the victim of an attack, he truly was kidnapped by Fisher and is being held captive in a windmill. This is discoverd by John, who is not able to save him. Nobody belives the truth, so John investigates more. He and his colleague Scott Folliott find out that Fisher is a traitor and interrogate him about Van Meers whereabouts. Their plan doesn't work out: they can save Van Meer but Fisher is able to escape. On a plane Fisher is confessing to his daugther about this incident. As the plane is attacked by a German destroyer he sacrifices himself for the life of his daughter. Back in London she and Jones are publishing their story.
