plot synopsis:
Before 9/11 the security agencies of the USA collected many evidence and details of the forthcoming terrorist attack, but were not able to handle and to elaborate them in order to prevent the attack. After the assault on the world trade center the ex- admiral McKee (Tom Skerrit) is ordered to form an agency: the homeland security.
With the new security concept of the homeland security the harassment of international terror should be abolished by concentrating the collected information in the new formed agency which could implement the right counteraction.
But the strict procedure of the government also hurts innocent people. Drama of the occurrences before and after 9/11 which challenges the american safety policy.
